Focus on them in this order: Sub-attack mod for extra slots, Stim Accelerant, Nimble fingers, focus on electric, focus on singular, skill expansion, maximize range, skill insight, emergency measures, front lines, skill concentration

The damage will be slow going at first but you can't deal damage if you're dead. Range is just free DPS in large mobs, cooldown ensures your 3rd skill is always available, and critical hit damage doesn't matter if you never get a critical hit so we focus on critical hit chance first.

Rolling is almost as fast as speed of light so you don't have to worry about the reduced MP too much.
Rare reactor lets you equip any weapon for leveling, but if you're not leveling get an ultimate reactor with a lightweight weapon mounting so you're always mobile, you mostly use speed of light to build up your electricity gauge at the beginning and to top it up because your damage is based on how full that is.
You get a lot of damage from double jumping so don't forget that and you can use your first skill while midair to avoid the movement penalty but that will also lower your electricity gauge so keep that in mind.
